As soon as I got him I lost him due to sub swap.
I was happy when I read the latest patch notes but he is still missing and I don't know how to get him back. =(

there is a period in which the story dictates a loss of the torp. officer.

you can get another one, after completing the search for the missing crew, in the twilight fields quest, located @ the whirlpool sewer - sunken coast.

if its a glitch idk how to fix it, as i didnt encounter it.

I JUST logged on to ask about this quest (so I hope you're still online). I can't find the missing sub / captain in the Twilight Wreath. Is this the quest you mean? Do I have to actually enter the sewers? The ship I'm supposed to meet runs off right away (and I can't catch her) - I've been sonar pinging the area like crazy to find the missing guy but I haven't yet entered the sewer - is that what I should be doing?

Yes. The ship you're looking for is in the sewers.

its tricky to find. try to have @ least 3 o2 tanks or its going to be difficult.

i wanna say its a right then straight, straight, left, left; or something like that.

just try to use the currents to your advantage & ping hard @ every corridor until you find it. avoid going against the currents because it makes it that much harder to traverse.

you really need to p[lay it several times to get a feel for it. best to use the save point right @ the entrance to the sewer because you will die. several times.

it'll be on the ground in the middle of the tube.

they'll be a few pleasant surprises once you find it, & one not so pleasant. ;o
