The "Diluvion Pre-Order" page does not indicate that it includes the Fleet Ediition. However, if I have both the "Diluvion Pre-Order' and the "Diluvion Fleet Edition Upgrade" producst in my cart, I receive the following warning on the check-out page:

Please note that Diluvion Fleet Edition Upgrade is already included in Diluvion Pre-Order

Does anyone have more insight into this than me? Thanks!

what i have is the game + 2 dlcs. check the goodies option in galaxy, if you use it.

not sure if this helps but i had pre-ordered the game. if i put the Fleet upgrade in my cart i get no message regarding it being included already in the pre-order bundle.

reading through the inclusions i have in my dowload page for the game there is no mention of the Manta or OST downloads. just the pre-order DLC's are there (Derringer and Captains's Journal)

it looks like they are both separate purchases

I have to say no, since during preorder, it let me choose between the regular game and the fleet edition.
