It never happened to me in old version.
He cant move on it's own, I can't order him to move, and I even can't order collapse of that tent. When I do it cancels short after.

This also happened in the old game when buildings are built too close to the wall. ;)

Ok. Still I've played it several times, built dozens of different buildings always saving space to insane levels - never happened before.

Do you maybe have a save file where this appeared, so we can try to reproduce it?

Little workaround:
1. DISABLE automation for stuck gnome (or give him command to walk every 5 seconds until some other gnome begin pack building)
2. Pack a building
Profit.

In this version really gnomes stucks TOO OFTEN.
