The problem is that the image in the game is uneven fps.
The game goes in spurts. This starting from the main menu.

Are you launching the game in full screen / window mode / borderless? Also, does it happens all the time? Lastly, if you could share with us your DxDiag (via a private message) this will help us a lot.
