Greetings to Estonia,
it doesn't depend on the dungeon level, but on the type of monster that you kill. Any monster with a monsterlevel of 30 can drop this ring: Advocates, Blood Knights and Soul Burners.
Most of the bosses in hell can also drop it (monsterlevel 26 or higher), so the best strategy for finding the ring would be clearing Lazarus' chamber + Level 16.
