It seems that even with friendly fire turned off I am hitting my friend's Fighter with my Rogue's bow. Is this a known issue? If so will it be fixed?
It's a known original issue with D1, that 'friendly fire' setting applies only to melee attacks. Ranged ones (bows, spells) will always harm other players in the line of fire.

Unfortunately a feature of Diablo 1. Also "lag" can make you and him see each other in different places. Try to play around it and don't engage in doorways :)

Thanks, I suppose I will just have to be careful then. I hope it can be fixed down the road though,
Mods for D1 have fixed it.
Ha. Just like the old days!
If you play as the mage with a friend, and use chain lightning i recommend having heal other as one of the 4 spell hotkeys.

And yet you guys claimed to have done bug fixes.. and couldn't fix the F.F issue after 20 years?
Okay so,
is GOG going to fix this,,
or is there a mod link for just this issue,
or do I need a refund on this game,
since this is a deal breaker for my partner and I .

How are you shooting at your friend? Shift-click can fire even in player-friendly mode, but regular click should not. This has been a standard feature of Diablo since the beginning. Changing it would be a major deviation from how the game is supposed to play.

What is there to fix? This is how it has always worked. The only thing that needs fixing is the synchronization code so that players at least agree on whether the rogue is shooting her allies.

I doubt GOG will change it. I also doubt you will get a refund over this. The game has always worked this way, and many many players learned how not to shoot their friends. If you cannot play the game this way, there are cheats to disable player-vs-player damage.

A.) This has been a known issue since the game was coded.
B.) I am not the only person who would like to see this fixed after 20 years.
C.) If the fix is so easy then why don't you people responding to this post put a link into this forum for the patch/mod that does fix it. ( I am still searching for one)
D.) How others can or prefer to play a game is not for others to decide. If you cannot post something positive or helpful then please don't bother to bash the OP or others who would prefer a fix.
E.) Unless you actually work for GOG , comments regarding refunds are unfounded, and unnecessary.

Because there is no mod/fix for default Diablo. The mods that do fix friendly fire bring major changes to the game. Those mods are:
Tchernobog (which is Beelzebub, except in multiplayer)
The Hell 1
Can't say for The Hell 2 as I haven't tried it yet, but I would assume that one has it fixed too (and brings even more changes to classic Diablo).
