Jarulf's guide indicates that Fast Block has a lower hit recovery time than Harmony suffix.

I would like to know if Fast Block can be stacked with Harmony for an even lower hit recovery. Will stacking Fast Block + Harmony together give a lower hit recovery time than Fast Block alone?

Short answer: No.

Block rate and hit recovery do not affect each other since they cannot occur simultaneously. They are two very different things.

When you block an attack it does not count as a hit therefore hit recovery never takes place. When you block you do a blocking animation, not a hit recovery.

Block rate determines how long the blocking animation takes. While you are doing the blocking animation you are unable to attack or move.

When you DO get hit your character may get stunned. The length of that stun is what hit recovery is. The faster your hit recovery the shorter the stun time is.

If that sounds confusing read the first part of section 2.2.1 of the guide and it explains when a hit occurs and when a block occurs. You either block or get hit. Not both.
