I recently had a problem live streaming a Diablo Hellfire game on YouTube and I wanted to replay a game from a previous save state of the game, if that is possible, because I had a live streaming issue, and I wanted to play what I had failed to livestream over again. Can this be done? Is there a way to download a backup of a Diablo Hellfire game, and access a previous save state?

You would need to manually copy the file before saving again.

The game runs on your computer, there is no online place to download anything from.

If you want I can use DevilutionX to reset some of the levels in your save game, but your hero will still have there current strength.
