I'm enjoying Dex hugely. While I get accustomed to the controls, though, is there a place I can go where I can grind for a while? I've noticed that enemies tend to be removed permanently once dispatched. It would ideally have someplace where enemies show up and/or I can get some AR practice.

For potential new players looking here:

There actually is at least 1 location where 3 enemies "come back".

You must first rescue the police officer fiound in a buildung, and afterwards talk to him, and accept to help him arresting/defeating his former colleague, Connor.

On the roof next to Connor you find a woman you'll rescue by defeating him, talk to her afterwards, agree to help her, and go to the port, the man standing in front of a building can bring you to a ship on sea.

There you should at first defeat all enemies, but not yet hack the computer, and not yet let the Hacker on board do so.

Go back to the boat that brought you to the ship, return to the harbour, and leave that map to the left.
After the loading screen, you can return immediately to the man with the boat, talk again to him, and back on the ship, inside the ship, 3 Armagear soldiers will have been replaced with new ones. Each of them gives 220 experience points, and they also occasionally leave money ≥$100, as well as other items you can sell or use. This can be repeated as often as you wish.

Please note that it is not sufficient to leave the harbour map through "quick travel" to another location, for example to Tony to replenish lost "Focus". As far as I know, you must enter the map adjacent to the harbour map by some means in order to find "new" soldiers on the ship.
