I've tried using two different versions of the high-resolution texture packs, and both result in the same problem: Anything that is supposed to be using the new textures instead shows up in blank light brown color. Any idea what might help here? I admit I am not using the GOG version, but I figured I'd give this a shot since there are not many places online for discussing the subject.

I had the same problem (with the GOG version).

The solution is simple: When you are asked from the texture pack installation what version your game is, DO NOT select "US english", choose "UK english" and your good to go.
