The game ran fine untill I got to the city were you meet up with your brother

Windows 10 it did this before the creators update

Seems to stuttering at random and almost always when a text box appears when someone is talking

One thing you could try is open the DeusEx.ini in the /System directory and increase "CacheSizeMegs" to 256 (default is 4 I think). This can fix some stuttering, though the stuttering could still be caused by other reasons.

There are some stutter issues with the audio, I get it to.

Could also be that the game is running too fast (too high FPS) on modern PCs, so that the audio becomes messed up when someone talks. Activating V-sync might help.
