Sure, you can use just ModHook all alone if you do nothing else & ain't using other mods - but you still ain't blocking all the ads to kill all of the stutter issues and you're also NOT fixing other issues that this game still has.
That's the easy way, if you want to do one step here - but you ain't fixing other issues that you can have.
Deus Ex Patcher fixes A LOT of other stuff.
You technically should use them (Deus Ex Patcher and ModHook) all together, to stop ALL of the Advertisements. And if you use both, you'll ALSO need that Fixed EXE too (I'll link that at the end).
More Notes:
- Deus Ex EXE Patcher stops some of the ads, but NOT all of them.
- Deus Ex EXE Patchers stops ads coming in from Eidos, but NOT Double Fusion's ads.
- Using Deus Ex EXE Patcher fixes A TON of stuff, especially if you want to skip certain cut-scenes, if got a lot of CPU Cores, need FOV fixes, want to skip Intro vids, fix UI scaling issues (especially if above 720p), and more. It's definitely worth using for multiple reasons.
- You should also use ModHook to stop the rest of the ads, so you also stop Double Fusion's ads.
- You want to use Deus Ex EXE Patcher, ModHook, and the Fixed EXE altogether so you get NO more stutters basically.
If you're using all 3, do this.

EDIT:
Of course, before you ever mod stuff - back up old files in the folder elsewhere that mods will overwriter (if it's only a few files) or just back up the entire folder before-hand, just in case crap goes wrong. That way, if modding goes wrong - you can restart quickly to a blank state (without mods), if need be - then you can try to mod again (or not).
