Left shift + F11 does not opening the cheat console. Please help on this.

Hello,
which Desperados game do you mean? In Cooper's Revenge, cheats are activated by typing "arno" once in a mission. No notification will be displayed, but then you can use these cheats:
Toggle God mode and more ammo and items; click "More" for more ammo [Ctrl] + [F4]
Toggle freeze all [Ctrl] + [F3]
Invisibility [Shift] + [F4]
Pointer position in X and Y coordinates [Shift] + [F10]
Win current mission [Ctrl] + [F12]
