The short answer: sort of. It's pretty annoying, but it's definitely playable.

This is what I'll have to do as my gaming PC is only hooked up to an older HDTV. In my case my settings will be "-width 1136 -Height 664 -aspect 1.71" as I have to run an overscan compensated 720p (1280x720)
Were you still encountering your problem in the post you linked after you entered the above command line options?
