Df2 didn't startup for some reason, I mean it begin to loading then crashes, it didn't even get me to the main menu.

I didn't even get to that point, the application never started.

Having the same issue. Haven't found a fix yet but will keep digging. So far I've tried patching with unofficial patches, dgVoodoo, and various compatibility modes, but nothing works yet.
I resolved my issue today. I'm not sure it will apply to everyone, but I'll share nonetheless.

Yesterday nVidia released a new driver. After installing this new driver my issue was resolved. I'm not sure if the fix was the updated driver, or if the reinstallation process was the resolution, but you might try each.

I tried reinstalla the game and I'm using AMD, no luck :/
I had been having this issue recently. I would click on the .exe and I could see the application start in the taskbar but then nothing would happen. I went into the windows event manager and checked the application logs and saw that the application was crashing due to some sort of issue with a file named winmmbase.dll:

Faulting application path: D:\GOG Galaxy\Games\Delta Force 2\df2.exe
Faulting module path: C:\WINDOWS\SYSTEM32\winmmbase.dll

If you notice, I have the game installed on a different drive to where GOG and the .dll file is installed. I have had other issues in the past on steam where some older games won't work properly if it isn't installed on the same drive as steam itself. I decided to apply the same logic and I uninstalled the game and installed it onto my C drive. The game then started up correctly and is now working again. I did have another issue with no game audio afterwards, but I resolved it using a fix provided on these forums.

Hope this helps someone else out there.
