I won the Shock Lightning book and have equipped it, but my lightning spell still costs 20 psi and otherwise works like a normal lightning spell. Is there something I'm missing? Or is it simply not working?

On which level is Azra's lightning skill? If it is on level 1, shock lightning works the same way as the normal lightning spell. For each skillpoint you put on the skill, it will work on one more foe.
