I'm trying a "just starting hero, no purchased equipment run" and consequently doing a lot of grinding and I'm finding that I'm able to level everybody up a lot quicker on later repeats.

I am not sure but I don't think it affects the psi reward per enemy killed.
But it DOES increase the INITIAL and MAX psi she can have.
Which means you can deploy more and higher leveled allies on mission start.
