Insane as I am, i'm considering grabbing this the next time it goes on sale, but was wondering if there were any serious or moderate bugs that could ruin a playthrough.

Also, does this have any serious trouble running on Windows 7 64 bit?

There are no "gamebreaking bugs" AFAIK. And it should run fine on Win 7, just remember that game is hardcoded to run at 17 FPS.
