Every time I try to start up the game I get this error message. My PC is running Win7 64 bit 1280 X 720 res. 32bit.

Does it actually have any data on what the error is or is the "plain text" part of it that an "unexpected severe error, occured"?
A few things to try though are to right click the games shortcut and go to properties, then the compatibility tab and try running it under windows xp mode with administrator privilages ticked as well.
Also check your video card control panel and make sure that everything, like anti aliasing is set to application controlled.
