I've fixed the problem, just in case someone else runs in the same one, quote from Darkstar One forums:
'I had a huge problem running DSO under a fully patched recent (~2 months) build of vista.
Every time I started it I was told it couldn't find a procedure entry point in IPHLPAPI.DLL . After much searching it seems that this dll was updated in January this year (so guessing SP1) and luckily a fix is really quite simple.
Just navigate to C:windowssystem32 and copy the new version of the DLL from there and past it over the top of the offending one in the DSO root directory. As soon as I did that the game went straight in.
