I'm assuming this is a bad thing: stress isn't a thing for opponents so it can't affect hero attacks, but is +x% stress BAD (ie heroes will suffer increased stress) and -x% good (ie heroes will suffer reduced stress)?
I guess this qn also applies to other %-based trinket effects: -ve is good, +ve is bad?
