it seems there has been quite some criticism due to the balance changes to the base game affecting non-DLC users.

I think it would be sensible to keep the latest pre-DLC version around, which seems to be
Patch 18736 (20 June 2017)

That way users could stick to this version if they don't have the DLC. I think that would be a decent amount of benefit to the users with basically no effort or cost.
I hear you. Red Hook did a lousy job of balancing the DLC. They chose to rebalance the base game around it, which is ass-backwards IMO and they received a lot of heat about it. Not only did they neuter the Jester's Finale because of it, but they significantly reduced the effectiveness of most stun trinkets. Mostly because some high level players on Twitch had learned to use both of these to maximum effect. In other words, for no good reason at all.

These types of changes are nothing new for RH though. When the Radiant update came out, they reduced the time limit and death limit on Stygian and increased enemy strength even more because they kept hearing that "the game wasn't difficult enough." It's clear that they cater only to their top level players, while casual players are left struggling to catch up with the changes they implement.

You're not alone, but the chances of GOG making the older build available is pretty unlikely. You can still play the game without the DLC, but you can try modding them out if the changes still bother you.

Yes, but it would ease off the pressure to buy the DLC. I doubt that we will see the old version and get a different response than: “Use Galaxy's roll back function…”.

The Linux version of Galaxy doesn't have a rollback function because there is no Linux version of Galaxy.

I know. It's an advantage in most situations, e.g. no Galaxy infested installers.
