Yes, pretty subjective question, and will get the range of replies no doubt, or maybe none.
Then again, maybe best to wait for a better sale, in no rush, Holiday sales not that far away.

EDIT: found a better sale, but don't know rep of CDKeys, will have to search.
CDPR said that CD keys are not guaranteed to work. Some people have been able to get them to work, others not. It's a risk.

As to purchasing the game now, that depends. Personally, I have enjoyed the game and have mostly paused while awaiting further content. I have an old i7 6700, GTX 1660, 32 gb RAM, and running off of a HDD on Win10. It runs just fine for me at 1080p. Your results may vary.

I think it's fun, looks great, plays well. There are bugs and issues, but for me, nothing that would make me wait. I bought the game a few weeks after release, at full price. I'm happy with my purchase, but do want more and do think it still needs some work.

Reviews and reactions are all over the place. Just like pretty much any game that's been released in the last few years...

So, at 33% off, I'd say YES, get it from GOG.
Wait for either 50% discount, 33% discount based on lower regional pricing - or 2.0 update.

This game is huge. This game have its moments. Moments you won't see anywhere else.

But.

It's. So. Goldern. Bugged. . .

There are more satisfying projects with same price (and size).

With the Saints Row franchise basically dead, if you are on the market for a GTA clone then i guess this will be your best option for a couple of years to come, even if it is pretty subpar.
Well, the GOG sale is over, once again. So, I'd say that you might as well wait. It's likely they will have another sale when the next big update comes out and/or for the holiday sale. My guess is that they will likely be one-in-the-same - a big update along with holiday sale to increase the number of copies sold.

You've waiting this long, so what's another couple of months?
It's worth it at full price, so yeah. It's a full-featured open world RPG with sandbox elements. If you don't rush it, it's easily ~50-80 hours of content (I finished my first playthrough at around 100 hours). It still has some bugs but now that CDPR is rolling out the free DLCs, it really shouldn't be too terribly long until the expansions start to drop.

So yeah, if you can afford it and if you're interested, I highly recommend buying it at any price.
Knowing what I know now, I wouldn't pay more than $30 USD for it.

If you do rush it, it's easily an under 3 hour game.

But yeah, my first playthrough also about 130 hours or so. Hours and hours of just exploring the city without any quest or anything.

I paid the day 1 price, but As it stands it is a $10 game on last gen. consoles. Every patch makes the pop in worse and it is probable that they can't fix the game for last gen. consoles. I would say $20 on PC.
