Do I understand correctly that the base game download includes the high-resolution textures, which I cannot use, and 日本語 VA, which I cannot use either, and now the developers are going to increase the minimum requirements, instead of moving the optional elements, such as the high-resolution textures and non-English/non-account language VA, to free optional DLCs?

I can't say for sure until release, but it does look that way.
