Is there a way to start a braindance from anywhere using found BD-data? Or is it always quest-related?

Got one from a quest (about a murder of a 12 year old boy) that I should deposite now, but would like to know if we are able to find some clues about the killer (I don't believe the murder of a child would be shown in a videogame so probably not).
