The recommended system requirements say a 1060 6GB card? is that for 1080p 30 fps at medium settings or something? seems kinda low recommended card so that's why i ask if that's for 30 fps. I have 1080ti and ryzen 3600 so I am wondering what kind of settings I'd be able to play at in order to get 60 fps @ 1080p. I am not expecting to be able to play with ray tracing but I'd like to be able to play at mostly ultra @ a smooth 60 fps. anyone that has the game and has the same pc specs as me could give your experience?

My Ryzen 3900X / 1080 Ti is getting up to 60 fps at 1080p ultra. But it's nowhere close to 60 fps at 1440p,

You mean it's a stable 60 fps @ 1080p ultra? Or it's dipping down ? Or is it mostly below 60 fps on average?

Those 60 fps are solid.
