I found a note asking me to save someone's life after a "crime in progress" mission. Is there more to this? Something in the area to inspect to initiate a mission? I can't find anything else about this online except one reddit post

The note is on a computer in the area at the west edge of Pacifica with the ferris wheel. There was a "crime in progress" mission there but I finished it and I don't remember the name. The note is titled "SAVE MY LIFE".

I think this might be a plot element around the criminal characters in there area running a scam, in which case there likely isn't actually anyone to save or anything else to do, but I can't recall exactly. Is there actually more game content to find and save this person?
Attaching screenshots of location and message. I noticed that a little while after taking out the criminals in the area, random characters started camping out there and occasionally saying aggressive things.

Also, this editor is not a great user experience. I didn't see a feedback button on the forum itself. I don't want a popup window just to make a post. And, I tried many times to click post and it did not work. After some research it seems that new users can't put links in their posts, but there was no error message or anything, the post button just did nothing. I just had to remove the http part of the URL.
