Can't Talk to Bill because the Garage Door is closed, can’t get it to open

I went into the upstairs did takedowns on most there and killed a few others, then went down the stairs to find Bill and then we went to the garage to get their car and The boss shows up and he checks to see if his men are living and attacks finding them not. My guess is you cant get thru the garage door (to lower floor where they are held).
