Does this DLC ever go on discount? Interested in buying it but not at the cost of another game(s).

Thus far, periodically, it has been sold at 15% off of the full price. The most-recent impermanent reduction had taken place between 2024-05-21 and 2024-05-28. It should be discounted at the same percentage off within the 30 days that follow. : )

I would hypothesize that, by the end of 2024 (especially, during the Winter Sale), it will be temporarily discounted to (at least) 25% off.
