I downloaded the game again expecting to have at least as good of a time as I did the first time around. Honestly, yes I get there were bugs and the game was unplayable for a lot of people, but I had a great time my first playthrough.

so I was quite bothered by the realization that no matter what I do, no matter what settings I change, my FPS stays a rock solid 30fps or lower.

Everything on low.. 30 fps.. everything cranked up to psycho... 30fps.. vsync on.. 30, off 30, checked nvidia control panel settings, checked all in game settings.. No other game in my library has this issue. Is my machine being mistaken for an xbox or something? IDK please help me =)

At the very least the game isn't capped below 200 (might not be capped at all).

My results in the benchmark are 134.22 avg (74.62 min | 171.19 max) with FSR on Ultra Quality. And I can see it only being capped at 164 for me because I have my AMD software capping it there.

Unless your FPS is capped in Nvidia Control Panel or another application (I know you said you checked the Control Panel), I don't know what would be causing it.
Check your Settings in Cyberpunk under Video > Display > Maximum FPS OFF. There is a customizable FPS limiter in the game if you enable it.
