So the thing is, that patch log says:

"Game patch log
Error modifying(...)"

But when in game it's shown that i have build 1.04 (bottom left).
The quest with the detective is still bugged so i definetly still have build 1.03...

If this is the offline installer I can at least say it is completely broken. Same with the error and won't even start at all when trying to install and nobody seems to know why other than constantly asking the same things, Do you have enough disk space? When the answer is yes, everything suddenly goes into silence mode.

230gb on hdd and 136gb on ssd both give same eroors. Yeah the whole forum says nothing, lets hope it gets explained soon. Game still has only 3 days, while the patch almost a day. And yes, offline instaler from gog, patch files from gog both pc meant.

GOG ver. game re-download > Instal > run game > quit game > GOG ver. 1.03 to 1.04 patch > Run as administrator

This is how i fixed my issue, just that simple reinstal. I think that if you get imatient with the patcher, and cloase it it will breake the proces for good. So the fix is to let the patcher do it's thing, even if it ends on an error. Do not force cloase the patcher. that's the only idea i have on why it happend.
