Hi, I'm having a bit of a problem here that seems to be a bit specific to GOG (not happening on Steam), and, well, maybe to cyberpunk, who knows
I've been playing cyberpunk for a while now, at a constant 60fps no problem, but I recently got a new monitor that improved my refresh rate from 60Hz to 165Hz, and so I wanted to see if I could enjoy an improved framerate. Only problem is, the game seems to be locked in exclusive fullscreen mode and not being able to display more than 60fps, I have tried everything in the menus : Enabling V-Sync to 165fps, Disabling V-Sync, Exclusive Fullscreen, Borderless, Windowed, Max FPS caps, -window and stuff like that... and absolutely nothing changes (even windowed mode doesn't make the game windowed lol) It's only when I manage to force my computer in borderless mode through outside softwares that I can get it to run above the fps limit and get a nice 20-30fps improvement, but then it seems weird that the game won't f***ing budge while Steam games for example works flawlessly above the 60fps mark....
Any help is appreciated honestly

EDIT : Ok so it's weird but turns out disabling AMD FreeSync Premium lifts the cap ?? That doesn't seem to be normal, as I have said other games on other platforms work perfectly well above 60fps, let me know if you have any idea what's going on there

EDIT 2 : Alright so I made a mniro update to my drivers, and that seem to have fixed it ? I'm not entirely sure, but still, solved I guess

I'm having the same issue, but I can't fix it without disabling Freesync sadly. My system: freesync 144Hz monitor, AMD 7900XT card, Intel 9900k CPU, running the latest AMD drivers (23.11.1).

With Freesync set to "AMD optimized" or "On" in the AMD control panel, and Cyberpunk running in fullscreen (not borderless), it locks to 60FPS according to the monitor's built-in FPS counter. Setting Freesync to "Off" uncaps the FPS, but of course it sacrifices adaptive sync.

I have tried restarting the game, restarting the system, turning Vsync on/off in-game, turning Vsync on/off in the AMD control panel, and turning the frame limiter on and off in-game but with no effect. I also tried deleting the config file directory (%LOCALAPPDATA%/CD Projekt Red\Cyberpunk 2077) and starting fresh, but as soon as I changed it from borderless (the default) into fullscreen, the 60FPS cap returns.

I bought this AMD card somewhat recently. The game used to run fine on my old card (Nvidia), but I'm pretty sure it also ran correctly on the AMD card a few weeks ago, the last time I played. Maybe something in the recent 2.02 patch?

I would look in the AMD GPU software forums. I used a Sapphire 6800xt for awhile to game and with my freesync premium monitor found it a pain to get the software set right. I now use that card in a second system for multimedia playback it does have a certified HDMI output so I can do the advanced video settings on my tv. Switched to an RTX 4090 for gaming.
