Just downloaded the Free Goodies pack:

Only... there aren't really any blueprints in the pack, or have i missed something?

I had to open my account in the browser to open everything, it doesn't show up on the app

weapons blueprints are in the Concept_Arts folder. there's 5 of them: Arasaka Mantis Blades, Constitutional Arms M2067 Defender, Kang Tao 58 DIAN, Militech M-10AF Lexington and the Militech M221 Saratoga

There's also over 700 MBs of wallpapers.
Only...
...not a single one in 4k.

I'm new to GOG, and I'm totally confused. Where or how do I access the free wallpapers, blueprints, etc?

As others have said, the weapon blueprints are delightful. They alone make the download worthwhile.

On the store page for the Free Goodies, they will direct you your Library. Click on the tile for the Free Goodies from your Library. On the page for the Free Goodies, click Extras. Click the download button next to All Goodies. Enjoy :)

I'm not seeing the Free Goodies link in my Library at all. Do I need to have a specific level of access or something? I'm not sure what I might be doing wrong.

That's strange. Just confirm on its store page that it's been added to your library; you should also have a receipt from GOG in your email as well.

A gazilion of references to Gibson's books... Amazing.

I'm also missing the download link, I had it a few days ago, but my internet disconnected during the DL so I cancelled it with the intent of getting it later, now no link.

I was about to download the goodies, GOG Galaxy wanted to update and... oh hey I'm missing 2 bought items in Galaxy, one of them is the Cyberpunk 2077 free goodies. Had to come here to find out you can only get them via the browser to GOG com. Ah well, nice ones even if they could be higher resolution.
