In a way, Phantom Liberty can be called a DLC (which is the acronym for DownLoadable Content, for those who doesn't know), considering it does not have a physical release that I am aware of. And while you can download more RAM, you cannot download a CD - only the content of one.

Generally speaking, a DLC is a small, usually free download that adds something simple to a game, like a character skin, a weapon or similar. Making Roach (am not a Witcher player) into a red flaming unicorn would be called a DLC. Or a mod, if the developers didn't make it. And Phantom Liberty is definitely not a mod.

Still, everytime I see Phantom Liberty being called a "DLC", I can feel my gears grinding, because it certainly is an expansion in my mind.

...Or maybe we could just call it a macrotransaction, where we just pay for a game world skin with extra visual and sound effects. Visual effects, like a whole new area, and sound effects like a whole new set of dialogue made with new voice actors.

I am just nitpicking from a grammatical standpoint, whether an expansion without a physical release technically is a DLC.
I wouldn't call StarCraft Brood War a DLC - nothing was downloaded when I installed that game from a CD back in 1999.

But as both DLCs and expansions are called for those who buys games on Steam: "rentals".
Because they don't own anything at all if something happens to the service. Which is why I buy my games here on GoG.

Funnily enough, when Broodwar was released one of the main complaints was it didn't have enough content for an expansion.
