ASnakeNeverDies: It could be that they had stuff working beyond what's possible in the game currently, in which case it would be a matter of fixing something, but it could otherwise be that it just needs developing. The non hostile AI seems to be in some sort of showroom mode where it is not really meant to be poked at, but look good from a distance during presentations. Not enough is known about this, I think.
However, even if they do eventually end up bringing their non hostile AI to contemporary standards, the big question is whether they are going to rework already developed quests to leverage it. The main quest, for example, currently features no chase sequence that isn't a developer driven set piece. The game just can't handle that.
Chases and etc would be cool. But, I would just like it for the AI's lips to move when they talk, not to have half a city cower when I get into a fire fight, and the enemy AI to be more responsive. Way older games do this, but once again each game is built differently.
