I turned off cloud saves in GOG Galaxy and cross-platform saves in the game settings. Then I went into %userprofile%/Saved Games/CD Project Red/Cyberpunk 2077 and deleted everything. Loaded up the game and everything is still there. Everywhere it says that that is the save location. What the fuck.

Did you try loading any of the saves?
It could just be a visual glitch, and that the save files cannot actually be loaded.

I don't use GoG Galaxy (because ALL game clients only wants your data and telemetry), but does the client have its own location for saved games in its install directory as some sort of local backup feature?

Just throwing out a suggestion, because this makes no sense.

I have also deleted my saves from the exact location you listed, and those did disappear from the ingame load menu.
