My Technical Ability is 6, and already level 3/3 Mech Looter in Engineering perk. However, I still can't loot any robots and drones I've killed. Is it a bug, or I need to do something to unlock ability to loot them?

I have the problem that some are not lootable, even with the loot symbol showing. Does it show the loot symbol on the minimap? Mine clearly seems like a bug.
