I just did a quest for a monk, where he asks you to not harm anyone. My specialty is harming everyone, but I tried to tend to his wish and looked over all of my weapons to see what might be the best way to take the enemies down without harm. After considering my options I decided to go with EMP grenades as they say they are non-lethal.

Everyone that fell from the EMP grenades had a pool of blood coming out of their heads, and I was told that the person's life was not worth the bloodshed I had caused.

Fortunately I saved the game before all of the fighting began and can go back and try another non-lethal means. I wonder if "non-lethal" takedown is lethal. Now I know what you're thinking... it says "non-lethal takedown" right in the name of it, so it must be non-lethal right? Well so do those grenades that killed everyone. #JustSaying

I'm going to redo it without killing them just to finish the quest, then go right back there and kill them just because they annoyed me. :)

Lesson learned: Don't use grenades marked as "non-lethal" because they ARE lethal.
And i carpet bombed Woodman with frag grenades and he was still alive at the end.

Lesson learned: The game just arbitrarily decides what's "non-lethal" or not. And before you ask - I did not have the eye implant that makes all attacks "non-lethal".

The quest apparently requires you to tell the monk that you will not kill the nutters for it to register that you did not kill them. Also, non-lethal only means that they will almost always knock out a target when it reaches 0 health rather than flat out kill. But if you deal more non-lethal damage to a target that is already knocked out then that will kill the target, non-lethal weapon or not.

So if you knock someone out with a grenade and then drop another grenade then the expected outcome is that they die.

Also, very occasionally (more if you're using a weak weapon relative to the enemies, it seems) you will knock out an enemy instead of killing them despite using a lethal weapon. That situation can of course be rectified easily by hitting the knocked out enemy again.
If this is the mission that is around the harbor. You really don't need emp grenades. You can basically stealth grab people and choke them out. One the guy that is near the entrance, you can distract him and get behind him and grab him. The rest are pretty easy to take out stealthy.

I did, and the second time I went and took them all down from behind with a headlock knockout, and successfully completed it with non-lethality.

Ah, that could be it then perhaps as I sprayed grenades all over the place multiple at a time.

Whenever I take out enemies with weapons or hacks, I walk right up to them later and double tap them with a silenced weapon in the head. You get street cred for it. Makes sure they're not getting back up. :)
Non lethal weapons and grenades only work until the target is on the ground. After this, any non lethal dmg will kill them. It's more of a Mercy system. You can accidentally kill a target via Cyberware Malfunction hacks in this manner, since the damage is on a timer. As much as I'd like to believe rubber bullets and tasers to be "non lethal" videos of their abuse has proven otherwise.
