Hey man, I've got a 1060 and I've run into the exact same problem. Tried everything from alt-tabbing all the way to turning off fullscreen/dpi optimisation and reinstalling, and nothing has worked.
I have installed and updated through GOG Galaxy. I am getting a black screen with task manager showing the game is utilizing 67% of CPU.

When I ran it after pre-loading, it at least gave me a screen telling me to come back on the 10th...

Win 10 Home, i7-6700 4GHz, 16GB RAM, NVIDIA GeForce GTX 970.

(Trying updating NVIDIA driver 22.21.13.8205 -> 27.21.14.5751)

OK, NVIDIA driver update appears to have done the trick.

Driver is up to date, tried to launch as admin, changed resolution and launched GOG repair system but nothing worked.
Finally I went to NVIDIA GeForce NOW to play but there is a two validation step involving GOG to send me an email and I guess GOG server is overwelmed.
Yesterday night i finaly went to sleep and the email arrived 1h or so after with a code worth 15 minutes. Come on !
I am quite frustrated.
Win 10 64-bit, RAM 32Gb, GTX 1080, SSD - same problem. Black screen + music.
Tried to:
- update videocodecs (K-lite)
- update GOG
- update Nvidia
- run on recommended graphics settings
- run on minimal graphics settings
- reinstall Cyberpunk
- switch off built-in Intel Graphics

No result.
75% CPU loaded in task manager, GPU - 0-1%.

Make sure your Win10 and gpu driver is up to date. Then before you start the game open Nvidia Experience and set up the game settings.
