Is the 1.3 AVX patch available for the offline installers the latest patch 1.31 or not?

If not, when is it going to be available for us plebes?

Yes.

There is a 1.3 to 1.3 AVX patch (16 MB) and another patch 1.3 AVX to 1.31. It is available at this very moment. (See screnshot.)
