Is there a way to reset NPC locations, like a purge cell buffer or no clip command?

I can't continue the main quest because Rogue's bouncer won't move out of the way completely and you can't jump past him.
Also loading older saves does not work, the bug is still there.

Did you try to wait? I had few script lags or something like that, when NPCs waited up to 30 seconds before making next move.

If this is the first time you meet her its a wait trigger you'll need to walk around a bit.. you also need the right quest set to track as the default quest

if its the second time you walk up with quest set and slightly to the right side and he'll step away after she waves him off.
He kind of clips in the left most couch near the entrance making an invisible wall.
I can't progress because Roue needs me to sit on the couch beside her

It'll usually reset if you move far enough away. Probably the best bet is to hit the fast travel point just outside of Afterlife, zip to somewhere else, then fast travel back and see if the problem remains.

I've been doing other quest traveled all around the map, fast travel, slept, and so on.
Every time I go back, the bouncer is still unfortunately bugged.
I even tried relaunching the game and loading a 15 hour old save and he is still broken
I am sure a lot of people at CDPR are looking for a way to reset the world right now.
