after updating to 1.04 patch I get forced chromatic filtering

My fps drops twice as much as it did before and sometimes it completely freezes.

i7-5820k
gtx 1080

I ended up having to revert to 1.03 I didn't have any issues with that other than open world while driving and at most down to 50 fps, at 1.04 it would drop to 30 or lower.
