Hi again, I now know the area you're at and I have a solution for you, so here it is :)
First, getting that red keycard isn't necessary to complete the mission so if you can't be bothered, you can skip it entirely. However, proper use of that keycard will get you a shiny new RP-22, if you finish the mission without it, getting that red keycard was waste of time. I won't tell you anymore as I believe I'm entering spoiler territory if I do, unless you say it's okay :)
Anyways, to get there is actually a lot simpler than it looks. When you get to the area in your screenies, first activate the switch on the scaffolding and shoot the left red/blue light/switch/whatever thing once. The sequence should be red/ blue/blue and the switches near the lift to get up should be blue/blue/red but we won't be touching those switch thingies at all. When you do that, the floating platform can now be walked on from the scofolding. Check my first screenie for details. Once you are on the platform, crouch and shoot the same left red/blue switch once and the floating platform will now go to the area with the red keycard, see second screenie for proof. Go figure huh? 6 red/blue switch thingies to play with and you only need to shoot one of them twice.
And there you have it, hope that helps you get out of your jam. If it does turn out to be too much trouble, or if you botched a save by randomly shooting switches, you can always skip this part. You won't be using the RP-22 at the end of the game anyways :) Remember, you can only carry 5 weapons at a time in this game (there is no weapon carry limit in no regret) so you might want to keep that in mind if you didn't know, You definately don't want to be hanging on to that crappy BA-40/BA-41 past mission 5.(though I usually ditch my BA-40 after the first mission and use the BA-41 from Weasel until mission 5 or so) :)
