Played for the first time this week after a couple months away, now every sandbox game I start, the workers will haul the initial batch of supplies to the shelves, but not subsequent orders - only the innkeeper will pick things up, and only rarely. I set several workman and drudges to haul only, and they still won't touch any new supplies that are delivered. Have tried three different restarts, same problem occurs by day 4 every time.
