Sure, if this game was complete garbage and is only there for the name, that would be a point of discussion.
Other than that I dont see a problem here. A Game around how to spread covid or whatever could be highly interesting.

In totally simplified manner devs put it forward to make average person understand the process of fighting pandemic better, thus, hopefully, hampering it less.

Doubt they even covered expenses, especially with so blind-eyes recieval by general public, it seems.
