When i start fighting with another ship or city i cant scrolling the map. wrong, i can but not normal (i can see only left side and right side ship, the camera is moving only there (i cant see the middle of ship)). Any ideas?

Try running the game in different compatibility modes, also the very old ones (Win 95, 98, 2000).
Right-click the game's shortcut, select Properties and go to the Compatibility tab to change the settings.
