I'm stuck on the luxury development challenge - the one where you have to build three level 5 houses, each on their own estate, with arbours and garden furniture. I maxed out the room furnishings, gave them each garden furniture, two rose arbours, and a few trees and moved tenants in, but the game didn't recognise I'd done it all and failed me. :(

Anyone got any advice?

you have to put them on the same estate and only those 3 houses, coverage the estate 100% with nothing else.
put on garden all the gadgets, now I can't remember but for sure i putted also wishing well
