Version: Constructor 1997

I'm in a bit of a pickle, the enemy computer has sent one of their foremen into my cement factory to caputre it, and I don't know how to repair the fence! I googled everywhere, I tried to "repair" the building but says its "pristine", I tried to "capture" with one of my own foremen, but I cannot do anything with him.

How do I fix the fence and keep the factory mine?

Hi there! Unfortunately there is no way to repair fence of a building other than residential house. In case of Cement Factory (or any other facility of this kind) you can however repair your fence ONCE by upgrading the building.
