The game checks what Regional Settings are set and starts or refuses to start depending on that check.
That's globalisation! A game made in the United States does not run in Germany because an Austrian Dictator who conquered Poland and France used religious symbols from Taiwan and surrounding countries. Most of that criminals fled to South America.
Other globalisation points: Australia made even more censorship in games and movies, and in Africa the market is still not too good for video games. What this has to do with Commandos, I don't know.
Anyway, the thing one needs to change is "Standards and formats". If you use German formats, you can live in the USA and it still doesn't run. Why an American is not allowed to use German formatting is not understandable to me... but that's globalisation!
