Has anybody else had any problems with screen tearing while playing Commandos 2 and if so have you been able to stop it because I've tried forcing v-sync on in the nVidia CP and with D3DOverrider but to no affect? :(

Perhaps you hit the function keys. Those intentionally split the screen, and could give the appearance of tearing. Try hitting F2.
